APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty, be corrected to add any and all Air Force Medals and/or
Ribbons authorized to include the Global War on Terrorism Medal.

He would like a new DD Form 214 to be issued which captures his
time in the Air Force Reserves.
APPLICANT CONTENDS THAT:
His records do not accurately reflect his service in Operation
ENDURING FREEDOM and believes there are multiple Medals approved
after he separated in which he is now eligible to receive.
He has no paperwork that captures his time in the Air Force
Reserves.
In support of his request, the applicant provided copies of his
DD Form 214, copies of his Contingency, Exercise and Deployment
(CED) orders, dated 8 May 02, copies of a paid travel voucher,
copies of multiple Enlisted Performance Reports and a copy of
Air Force Reserve Discharge Orders, dated 13 Nov 09.
The applicants complete submission, with attachments, is at
Exhibit A.
STATEMENT OF FACTS:
The applicant initially entered the Regular Air Force on 25 Feb
98.
On 24 Aug 03, the applicant was furnished an Honorable
discharge, and was credited with 5 years and 6 months of active
service.
The applicants DD Form 214 reflects award of the following Air
Force Medals and/or Ribbons:
- National Defense Service Medal
- Air Force Good Conduct Medal
- Air Force Outstanding Unit Award
- Air Force Longevity Service Award with one Oak Leaf Cluster
- Air Force Training Ribbon
The remaining relevant facts pertaining to this application are
contained in the memorandums prepared by the Air Force office of
primary responsibility (OPR), which are attached at Exhibits C
and D.
AIR FORCE EVALUATION:
AFPC/DPSID recommends denial indicating there is no evidence of
an error or an injustice.
Based on a review of the applicants official military personnel
record, they were able to determine that the below Air Force
Medals and/or Ribbons should have been awarded during the
applicants service:
- Global War on Terrorism Expeditionary Medal
- Global War on Terrorism Service Medal
- Air Force Expeditionary Service Ribbon with Gold Border
- Air Force Outstanding Unit Award with three Bronze Oak Leaf
Clusters
Administrative correction of the applicants official military
personnel record will be completed by AFPC/DPSOR.
A complete copy of the AFPC/DPSID evaluation is at Exhibit C.
ARPC/DPTS recommends denial indicating there is no evidence of
an error or an injustice.
In accordance with AFI 36-3202, Separation Documents, Chapter 5,
paragraph 4.5 and Table 2, rule 3, to receive a DD Form 214 an
applicant must complete 90 days or more consecutive active duty
days or 1 day or more if in support of a contingency operation.
After reviewing the applicants points, there were no periods of
active duty that were 90 days or more.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the
applicant on 26 Jan 15 for review and comment within 30 days
(Exhibit E). As of this date, no response has been received by
this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case; however, we agree with the opinions and
recommendations of the Air Force offices of primary
responsibility (OPR) and adopt their rationale as the basis for
our conclusion that relief beyond that already granted
administratively is not warranted. Therefore, in the absence of
evidence to the contrary, we find no basis to recommend granting
the requested relief.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
